Every initiative goes through several stages. We have our own way of identifying these stages and we have placed them in a model, which we call the 6-D model, since the name of each stage starts with a D in Dutch. Although there are no appropriated equivalents starting with a D in English, a rough translation of the model is presented nevertheless.
  1. Dreaming represents the stage of concept development; during this intangible process ideas on how to reach certain goals are shaped.
  2. Thinking concerns ‘how, where, when, who'. In short; the preparation and strategy that helps to execute the idea.
  3. Daring is the pilot stage. The idea is tested in a protected environment, to see whether is can lead to the desired results.
  4. Do; if the pilot was successful and there is reason to implement the project in society, the business case will be extended, financed and rolled out.
  5. Death represents the final stage. It is a moment of reflection and assessment. Main questions are: How does the policy effect society? Are the goals reachable? What developments have to be taken into account? Awareness on these subjects may be a reason to adjust the execution of the project.
  6. Support is needed throughout every stage. Without it, the project cannot be successful.
